In the modern era, some colleges and universities have a policy prohibiting hazing, while others have not adopted such a policy.[10] Several federal laws prohibit hazing: the Clery Act (which requires institutions of higher education to report campus crime statistics) requires public or private institutions with educational purposes to provide information on hazing to the Department of Education; the Campus Safety Act of 1990 requires colleges and universities to provide emergency services to students and employees; and the Student Assistance Act of 1974 requires institutions of higher education to provide counseling and other services to victims of hazing.[11] The federal Department of Education also enforces federal laws that prohibit hazing through the Office of Postsecondary Education.[34]
Hazing is not only a problem in the United States, but also internationally, particularly in Europe and Asia. Hazing is very common in some Asian, African, and Hispanic cultures, although the frequency with which hazing occurs varies from country to country. It is most common in America, however, because of the popularity of college-based fraternities and sororities. The United States has the highest rate of alcohol abuse among college students in the developed world. One in three college students in the United States report having been involved in some form of hazing. Of the top ten most popular U.S. colleges, all but one reported hazing issues in their student body. In some U.S. schools, hazing has been linked to other risky behaviors, such as illegal drug use, promiscuity, and partying. Hazing is responsible for about 50 student fatalities annually, a number that can only be estimated due to the secrecy surrounding the practice.
A 2007 survey of hazing incidents in the U.S. military found:

More than half of the hazing incidents involved alcohol consumption or the initiation of alcohol consumption.
Most incidents of hazing occurred when alcohol was not permitted.
